A neat game to play now considering its been so long since the actual club penguin shut down. it keeps some of the charm from the original game but is a completely different thing in every other way. There are Mini-games but they are spread out between a point and click style adventure. The hints can be a bit cryptic and annoying at times but its a decent game. nothing incredible but not bad either.
Also the fact that you got rewards in the original game for playing this one was and still is a super cool idea.

Quite possibly one of the weakest follow-ups to an already amazing game that retains the charm of the Club Penguin games, and is honestly the only way to play the original PSA missions from the web game legitimately... hold on, PSA missions?
As it turns out, over half of the 10 missions reuse the PSA missions relating to the vegetarian antagonist Herbert as a means to introduce newer players to this fiend. Nothing remotely stands out apart from being a faithful port of the web game missions, whilst carrying over the gameplay mechanics from the previous DS game making these missions considerably easier in comparison with your puffle assistants.
Speaking of which, Herbert's Revenge feels like a massive step down to the content-packed predecessor; no hub world to explore, no side-missions to keep the players occupied, less mini games to play, less customisation for your penguin, LESS missions with most of them being reused from the original web game, and generally less features overall. It's probably good enough as an expansion pack to Elite Penguin Force to say the least of things.
