A driving/racing game for Sega Saturn developed by CAVE and TBS Television. It was made as a tie-in to TBS's mid-1990s Japanese game show Tokyo Friend Park, where one of the games, Delisoba ("delivery soba"), had celebrities command a virtual motorcycle trying to deliver soba to the TBS TV Studios. Deluxe is a "port" of this game to the Saturn, which adds features such as a time attack and track editor, and was not sold in stores, but rather given away at the show (either to winners or to audience members, exactly what is unknown).

Really fun and simple racing. The track editor is interesting as well.

its the outrun game for fans of pepsiman
(or i guess the hang-on game since scooters have 2 wheels)

made for a game show, so dont expect something with much substance, the whole thing is about 4 minutes long, but its a fun 4 minutes with some humorous obstacles like hoards of cows (before mario kart 64 i believe) and a gorrilla (boss?) that will taunt you by throwing constant bananas that wont crash you but will send you slipping, likely into something that will crash you. and the game is pretty cool with it because if you dodge its obstacles, you can out drive him and he wont be a problem. but if you dont do that part perfectly and take a crash or 2, the monkey will be a constant annoyance throughout the rest of the stage
i wish i could have played this on the actual gameshow, playing it on a bike that bumps you around while the guy behind you has to balance soba, and then swapping places after 2 minutes sounds like some fun chaos
it just has the one stage, but there is a level editor, so make of that what you will
