The Japanese mafia took all of Pac-Man's limbs after the crack mixup incident in Pac-Man 2: The New Adventures.

Now he is rolling around at the speed of sound, looking for revenge and to get his limbs back. So he doesn't have to explain Ms.Pac-Man why he has no arms, no legs and no penis.

This game sucks. Even as a kid I had fun with it for maybe 1 hour
