I loved this. It was challenging as hell at first. Every time I thought I was finally in a good spot - something would happen that proved I was actually not and in fact my whole town was going to die very soon. Completing the main scenario was VERY satisfying. I could easily see myself losing months to this game if I weren't trying to get through some of my backlog right now. If a brutal city builder with moral dilemmas sounds fun to you then I would highly recommend this.
