I think of this game as one of my many Sonic guilty pleasures only because of it's negative reception. It's fun to me due to it's sort of frantic nature on having to quickly collecting 50 rings and as many Flickies as you can. I grew up on the Genesis version generally because it was ported a lot. But I have played the Saturn/PC version although not to completion but I think it may even be superior to it's Genesis counterpart even though it's not as technologically advanced as it's older generation brother.
