Judgment is the dragon engine at it's best- only took them since 2016 to really get this stuff down pat and even though that was till 2018 it feels like forever. I will say I enjoyed Ryu ga gotoku 7: Whereabouts of light and darkness more because it offered something new.
The game feels very dry in a lot of areas but the main story keeps you coming back for more. Overall it feels like Yakuza 1 on the PS2 and I mean that in a good way. A whole bunch of new ideas and characters to change things up but not enough I feel.
I would say to play it for sure but there's no fishing at all unless you count the capsule toys and I DON'T!
