Possibly some of my most conflicting thoughts on a game of all time because when the story is good at doing its satirical political commentary, it's REALLY good, but also, it feels like narratively the plot was most cohesive when it was at its simplest at the beginning. The missions, when fun, are REALLY fun but also, missions like Scouting The Port exist for some reason to do nothing more than fill in gaps in the story that could've just been implied? That's not the only example of this, either. Eye in the Sky, basically any Heist Setup, Cleaning Out The Bureau, etc. But... you are rewarded for suffering through these with missions like The Wrap-Up, Bury The Hatchet, The Long Stretch, etc. So naturally, it's a balance, but one that doesn't always feel the most... balanced. Either way, New city, new set of problems but the idiots, ahh, they stay the same.
