I expect more from Double Fine than a mediocre management game loaded with microtransactions. It's boring to play, and it doesn't even have much in the way of Double Fine's signature charm. It's a very low energy game. Gameplay mostly consists of watching a hero and criminal unenthusiastically exchange blows while bland music plays. That and menus. The joke of this game seems to be that they made hero agencies into boring busywork, and that's indeed what they did. It's bad.
