Watching this as a non american who wasnt born yet when this was made is an exercise in confusion. There are two jokes : "Yesterday Bill Clinton appointed Robert Schnitzelman the Third as secretary of agriculture. That guy couldnt tell a corn husk from Saddam Hussein's pet poodle!". "[something racially or otherwise insensitive]" for like an hour
