A series of shoddy clones of other games with the Dr. Who license slapped on top.
As a game it's just a collection of remade Arcade games (Pac-Man, Frogger, Space Invaders, Battleships) that all control like shit and are visually ugly to look at.
As a piece of Doctor Who media and the first ever Doctor Who video game, it has literally nothing to do with the show outside of the show's theme at the beginning and the Tardis showing up in 2 levels. It really does feel like the BBC just threw money at a slapped-together mess just to get people interested in the show again; so I guess it's a great meta-commentary on the state of the show in the early to mid-80s.

É óbvio que o primeiro jogo oficial de Doctor Who é uma coletânea de cópias mal feitas de jogos arcade, que termina com uma versão extremamente confusa de batalha naval que não tive paciência de entender. Sim, é só mais uma nota de rodapé na história de DW.
