For the life of me I can't figure out why this is seen as some in-between game. The level design is so charming here and you can start to see Capcom start exploring new ways to keep things interesting in new ways. It's just as solid as the others and if it wasn't the 5th entry made relatively close to the others it probably would be more widely regarded
