I feel the need to explain the somewhat low rating for this highly acclaimed game.
First, the good:
It is an absolute technical marvel. It has good graphics that still hold up, an outrageous amount of animations for just about anything, lots of world detail most players are sure to miss, and tons of unique interactions in the open world, albeit with scripted outcomes.
The devs went to great lengths to even acknowledge the order you do some missions in with unique voice lines, which is a level of attention that pretty much extends to most side stories as well.
It has wonderful character writing to work in unison with the great voice acting. Each character feels truly alive.
Now, why don't I like it?
Short answer: to me, it fails as a game. The controls feel very heavy, which makes moving around during gunfights feel unnecessarily cumbersome. The shooting is clearly meant to be the meat of the gameplay, but it never truly evolves throughout the main story. Instead, you get new setpieces, awesome music, and some scripted moments to spice things up. I do truly think it's impressive just how many unique one-off moments there, which all get unique animations and mechanics. Like for example, planting dynamite on a bridge, or rolling out a cable while some dialog plays.
But I'd hardly call that gameplay. An "interactive cutscene" would describe it more closely.
I wouldn't call the entire experience shallow because of that though, which is why it gets some points. As I mentioned before, the writing is honestly fantastic, and each character is interesting.
Bottom line: if you're not looking for a deep gameplay experience, but rather a sandbox with tons upon tons of ways to interact with it, you will absolutely enjoy this. And I don't think there's a single person who could hate the story.
