In terms of the atmosphere and the map, GTA Vice City feels like a downgrade from GTA 3. But the it has better storyline, more vehicle variations, bikes, helicopters, in game map, property buying mechanism and more side missions. Also the protagonist Tommy Vercetti is more memorable than mute Claude.
