It's like going from Resident Evil 1 straight to Resident Evil 6.

Maybe this series was cursed from the beginning to wander off into incoherent game design with every sequel. This second entry trades out a lot of the horror found in the first for possessed mobster killing tommy gun action. Unfortunately, it doesn't bother to improve the already shaky combat system from the first game resulting in a myriad of annoyances that drag down what is otherwise still a pretty atmospheric experience.

It does get some points for switching up the playable character with a matching change of gameplay. While the stealth sequences have their own issues, it's a neat way to progress the narrative by changing how you interact with the world.
