The Yakuza games are always spectacular, a real leader in world building, story and characters. At first, it was strange going from a beat-em-up style to a turn-based RPG but it's given context in the story & shouldn't be underestimated how much it builds on the genre. There are two simple things it does to do this. The first is that battles happen exactly where you are & not some separate screen. The second is it's not just a line of allies & a line of enemies whacking each other but everyone moving around the space naturally, getting in the way of people & attacking you if you run past them, which is a huge breath of fresh air that should not be overlooked. You don't need to play the old games to enjoy this, but if you do, there are major payoffs, especially with character & location reveals. The biggest issue I have is that it's an instant Game Over if the main character goes to 0 HP in battle.
