I kind of feel the same way about this game as Innocent Sin. I don't think anything is massively improved from Innocent Sin; besides the difficulty balancing. This game is obviously great, but I kinda felt like I was re-treading over old locations a lot. I also ended up liking the ending of Innocent Sin more than this game, but this game probably cements Tatsuya as the greatest Persona protagonist, no contest.
I love this game so much; probably my favorite Persona game but I can't confidently say it's the best one.
The one glaring problem with this game is the combat. There is absolutely zero challenge offered for the player throughout the main story. And, even if there was challenging bosses, I'm not sure it would even be fun because the combat system is just so basic and not satisfying. I love the dungeon crawling though, it's very fun.
Music is my personal favorite in the series. Mt. Katatsumuri specifically is probably one of my favorite Megaten songs ever. Ginko theme, Abandoned factory, Map Sumaru City, Knights of the Holy Lance; so many great songs.
The characters in this game are very fun and I love the party dynamic. Story is also really great and very interesting. The overarching plot is taken pretty seriously, and I think there's some great story beats and character moments; but there are also some insanely goofy plot points as well. Game is extremely schlocky. So I'm not sure I understand the people who proclaim Persona 2 is a masterclass in storytelling for video games, but I find an immense amount of enjoyment in the story of this game.
So yeah, combat is not great, but everything else is so enjoyable that it doesn't bother me much. If I was given the choice to replay one Persona game, I would choose Innocent Sin every time.
