This game has a some really good flow in the gameplay of all the characters even if starting at level one with everyone can be annoying (especially since Saejima with no power up is just miserable to play as and his first section isn't well designed for the character).
The story has a serious pacing issue and sometimes doesn't in any way care about the way it rappresents characters from the previous games (Kiryu feels such a nothingburger in this game) but it's at least fine i guess, even if some parts are clearly worse than others and some characters are just plain bad or uninteresting (looking at you Yasuko).

In general a good game plagued with some awful design and story choices
