I played this game years ago. Never really liked it.
They decided to make the main character voiced, unlike the first Bioshock, which is very strange because he doesn't really seem to have an opinion on anything that's happening around him. The setting of the game and all of its drama involving religious extremists and labor exploitation exists mostly as background decoration. None of the two leading characters have anything to say about the city's turmoil, and the crux of the plot that the finale hinges on has absolutely nothing to do with any of it. I think the developers of this game have talent, but they seem to be afraid of saying anything substantial.
