Posting the same review for Saints Row and Saints Row 2 because they meld together in my mind thanks to how similar they are and how close together I played them. I do remember having pros and cons to each though and they are separate games.
Saints Row 1-2 aren't great games, but they've got something special. The primary problem with them is just how many side activities you have to do to rack up enough respect to continue the main quest. It's a great idea because it forces you to engage with all the side content and you'll find yourself doing a lot of minigames and going shopping and whatnot to earn respect, but it goes too far with it and you feel like all you're doing is side quests and they're getting samey and you eventually drop it. However, the gameplay until you drop it is awesome and I've never enjoyed shopping for clothes as much as I did in Saints Row 1-2. Might not be the best or most polished games around, but they offer something special I haven't found elsewhere and I love them for it.

Great history but the gameplay is just outdated compared to other saints row. I really like the idea that you can run the town whatever you may be and killing EACH GANG MEMBER. The guns could be more variated but that´s not a big issue for me. The soundtrack is really good taking great musics perhaps the best in the franchise. Nevertheless you should try this game for his history. The 100% is fine as long it doesn´t makes you boring for doing the same missions twice. Also This is my review for the PC version. WHAT THE FUCK IS THIS PC PORT? HOW IS THIS GAME RECOGNIZED BY WINDOWS A DAMN CALL. AND ALSO THE SHITTY 22050HZ ON THE MUSIC IT LOOKED I WAS LISTENING TO MY POOP SINGING. and also the otimisation is the worse I ever saw. I had a good graphics card from like 2017-2018 and this runs barely runs above 30-40 fps. like what. never the less I think you might like the game but get a guide and start to do a 100% thing.

other reviews have not lied - it is is borderline unplayable today without heavily modding it or tweaking the compatibility settings. similarly to other old games, they cannot handle new computers and crash a lot
it took me around 23 hours to finish the game, mostly due to crashes, sometimes a genuine skill issue and sometimes janky "unfair" missions. expect to randomly fly in the air or be set on fire and immediately hit by a car and die - and some don't even have checkpoints and force you to retry everything! this in no way makes it a bad game, it's just the way they were before
as far as the story goes, it's great, and corny in a good way. you're a badass boss who blows things up that probably shouldn't be capable of doing so, but who cares? you look so cool!!
the last mission was a bit underwhelming and did not feel like a final quest - it felt the same as most previous ones, except you see a credit roll at the end of it
based on my personal experience, i absolutely recommend this game, but if you have not played any saints row and you have a newer pc, start with 3. the only reason why i put up with the crashes and bugs is because i got really invested in the following games
