Exodus is a step up in terms of graphics and gameplay compared to 2033 and Last Light. And it pushes the franchise forwards in many ways. The level design isn't linear like the previous games. Instead, Exodus goes for a sandbox-level design. And the new locations introduced are great.
But the problem with Metro Exodus is with the story. More specifically how it's executed. The premise is strong. But the execution is weak and clumsy. And the supernatural elements that made the first game stand out in the post-apocalyptic subgenre. Are basically nonexistent in Exodus.
Overall Metro Exodus is a solid instalment in the series. It's an improvement over Last Light. But it doesn't live up to 2033. Despite that, it's still a great game. And if you liked the previous games you will like Exodus.

Last Light doesn't quite hit the same mark as 2033. But it's still a good sequel. The problem with it is the story. The main focus of the story is the war between the Spartans and the Soviets. And the dark ones are reduced to a subplot. But the 3rd act of the story saves the game. The gameplay and the graphics are mostly the same as in 2033. Overall Last Light is a solid sequel to 2033.
