but I will also say starting with 15 isn't the worst idea either (a lot of series veterans might disagree though lol), the pointdevice mode allows you to play through sections of a stage and a boss through a checkpoint system rather than the traditional lives and continues
actually becomes a nightmare in its own way especially in the higher difficulties because you get penalized 0.1 power each time you die and you can get stuck for a while especially if you run out of bombs and have to power through and learn each pattern or else you're stuck, and even the base normal difficulty is rather more challenging than the usual for the series
just have to come into the expectation that the game will kick your ass a lot

I recommend reading and watching the book and film of the same name, They aren't explicitly tied to the game but they augment it well. Before or after is fine.
