Why this game run like garbage on the 360?

Except for the aesthetics, this game doesn't do anything particularly good. Open World with nothing but generic gunfights, exploration is about clicking a button all the time in an area the game wants you to go to, and interrogation is praying Phillips doesn't yell at someone for no reason, and accuse someone of lie by looking in another direction.
