the original 3 or 4 generations of Pokemon def belong here - you had to play the slots to get Porygon!
Dragon Quest 8 and 11 have full on casinos. The couple of them in 8 have great gear and its the best place to get gold since that game is stingy af with payouts. 11 (original version, idk about 11s) even forces you to gamble to continue the plot.

I'd argue Gen 1 of Pokémon is mixed. Obviously the player can gamble and gets rewards from it, but the casino is owned by, and is the hidden base for, the villainous team of the region.
